Unlike in older times, the presence of high-rise buildings in cities is no longer out of the ordinary, nor is the use of lifts. However, when it comes to lift safety regulations, there are many question marks.
So far, most state governments except Haryana have responded lacklustre to the issue of passenger safety in lifts.
The Haryana government has exhibited foresight and demonstrated that every government (State or Central) has a responsibility to adopt measures to ensure the public’s safety. Outpacing other states, it recently amended the “Haryana Lifts and Escalators Act, 2008.”
After the changes in the Act, the owners of high-rise buildings (above 15 meters in height) are obligated to install lift Inverters/ Emergency Rescue Devices (ERD) in their lifts, ensuring no mishaps occur due to people getting stuck in lifts.
The amendment is made to consider the safety of the passengers stuck in the lift during a sudden power failure. When grid power stops, the lift halts its operations with a jerk, and all the lights go off. This situation creates panic and confusion, triggering emetophobia (fear of riding elevators). In extreme situations, people also experience shortness of breath, dry mouth, dizziness, heart failure, etc.
What are the Haryana Lifts and Escalators (Amendment) Act 2020?
In the past, all the owners of high-rise buildings and commercial projects were mandated to use ARD (Automatic Rescue Devices) in their lifts.
ARD takes at least 30 seconds to 1 minute to come into action after the lift stops. During this time, passengers worry for their dear life. ARD takes the lift car to the nearest floor and opens the doors for the exit—and not to the passengers’ destination.
Even with an ARD fitted into the elevator system, lift occupants had to face the jerks and metal grinding noise, which can be terrifying for the passengers.
Haryana Government is the first government in India to take action on these safety issues faced by the general public. It amends the existing Haryana Lifts and Escalators Act, 2008, now called the “Haryana Lifts and Escalators (Amendment) Act, 2020.”
The amendment in the Act makes it mandatory for the building owners to have an ERD device integrated into their building’s escalators. No lift in Haryana state can operate without integrating ERD technology.
What does this amendment mean for the general public?
Integrating ERD devices in lifts, and commercial buildings such as hotels, shopping malls, hospitals, etc., can enhance the comfort of their visitors/clients/shoppers by providing them with a jerk-free operation.
Unlike ARD, ERD is a powerful backup system that does not stop the lift in the case of power failure. The passengers don’t even realize whether the lift is on the ERD or grid power and reach their destination without stopping or experiencing petrifying jerks.
A lift inverter/ERD integrated lift means a pregnant lady using the lift won’t get late for her doctor’s appointment, a child riding the lift alone won’t cry out for life, a disabled person won’t feel helpless, or a businessperson won’t miss their important meeting/appointment,
The lifts operate normally, stop, and open the doors at the occupants’ destination. The lift Inverter/ERD can provide backup for a minimum of fifteen minutes and a maximum of two days, depending on the specification of the ERD installed in the lift system.
The old laws were incapable of fixing responsibilities and blaming and identifying the culprits in any mishap that caused undue pain and injury to the lift occupants. Now the old can hold the owners responsible for their ignorance.

This amendment must be an eye-opener for other states who have not taken concrete actions and are waiting for a disaster to happen before enforcing Lifts and Escalator safety laws. The 2020 amendment holds value because it came when no other state government thought about this issue risking people’s lives. Tubular Lead Acid Batteries are charged with the help of an inverter/UPS/home UPS. The manufacturer preprograms these chargers to cut off the charging process once the battery has attained the required voltage level, say 14.4V. Charging the battery beyond this cut-off level overcharges it, which is not suitable for the health and lifespan of the battery.
While overcharging is terrible for the batteries, over-discharging or deep discharge is equally detrimental to the battery’s health and lifespan. Deep discharge occurs when the entire charge of the battery has been drained.
Similar to the cut-off level specified to prevent overcharging in Lead acid or Lithium-ion batteries, a high-performance UPS/Inverter has a voltage cut-off feature to prevent over-discharging.
A battery’s Low voltage cut-off (LVC) is the voltage level at which the charger disconnects the load from the battery. Usually, the low voltage cut-off (LVC) for a 12V battery is 10.5V. It means the battery will stop running the load when it comes down to 10.5 V. This LVC can be set even higher, such as 11V, to improve the battery’s life and reduce all chances of deep discharge. The higher the LVC, the better the battery’s life, whether lithium-ion or Lead acid.

Imagine a situation where a low battery disconnects from the load, followed by two or three days of a prolonged power cut. The battery will continue to self-discharge. If its LVC is not set at a higher level, say 11V, it will over-discharge, making it impossible for your inverter to recharge.
This is why people take their batteries to electricians to charge them with a special charger. Setting a higher LVC prevents the battery from over-discharging even after self-discharge and improves the battery’s life.

There is a common misconception among ordinary people that grid power starts the inverters. In reality, the inverter begins with the battery voltage only. If the self-discharge stage has drained all the juices in the battery, the inverter won’t start as the battery has used its reserve power too. Setting the LVC at a higher level ensures that when the grid power is restored, even after two or three days, your battery still has some juice to start the inverter and its charging process.
What causes your battery to over-discharge?
Our mistakes often cause the battery to reach the deep discharge level, costing us the battery and the UPS/inverter. Here is a standard battery-related error that causes the battery to over-discharge.
The inverter turns off when the battery voltage reaches a pre-determined low level. But it is too familiar for the users to restart the inverter/UPS multiple times to extract any power remaining in the battery—meanwhile, the battery over-discharges to dangerous levels.
Also, you might reduce the load to keep the battery running with the bare minimum load. For instance, if your battery has been powering two fans and multiple lights at its full charge, you might reduce the load to a small 10-watt light bulb or a fan only after restarting the inverter.
This load is running at this stage while the inverter is already signalling a low battery. This small mistake reduces your battery and inverter’s life manifold. Therefore, it is strictly prohibited to drain the battery reserves and use the battery once the inverter signals a low-battery mark.
